Legal Question in Family Law in California

My ex owes me $18,515 in back child support. The case is in San Diego,Ca but I now live in Texas and he lives in Washington (as far as I know). He hasn't seen my son in 11 years so he has never been a part of his life. How do I go about enforcing child support since neither one of live in CA anymore?
