once papers are served

Once a person has been served with papers, what happens if they do not sign them? Does the server have to start all over again? there is a year left to go on the first round that was served, and I'm not sure what happens it the person doesn't sign them.

Have no clue what you are asking. Service of process is just that, service. No signatures are required. If person served does not respond as required by process, whatever that process might be, default might be taken. Call to question.
