does a birth certificate prove legal parantage when DNA shows dofferent parentage

It's a starting point, but if you want to prove or disprove parentage, you should file a court action to do so.

You've listed two states, California and Florida. If the child (therefore your case) is located in Florida, the birth certificate is nearly irrelevant unless you were married to the mother when the child was born. DNA is pretty much the "ultimate answer" to proving parentage in court in Florida. There are some rare exception--like marriage--but the birth certificate is rarely even mentioned in Florida courts.
