Legal Question in Family Law in California

If parent1 claims a child as a dependent in violation of a marital settlement agreement, does the other parent (parent2) have to suffer a financial loss for that act to be illegal?

Parent 2 would automatically suffer loss in that situtation. Their taxes would go up and/or they would lose the child, head of household, and earned income credits.
