Can A parent give up all his Rights to an minor??

Can a father give up his legal rights to his child, even though the other party does not agree. And what does giving up your Parental rights really mean in Law terms? This question is for a friend at work. thanks

If the mother has custody all he has to do is not visit the child. As far as his financial responsibility, he cannot get out of that.
