Other parent moved out of state

My husband has sole custody of his son, the mother has every other weekend visitation (court ordered in CA). She recently moved to Nevada. Can she try to keep the child and obtain custody in the state of Nevada? Can she be required to remain in CA while she visits her son?

Nevada will not take jurisdiction in this case. It stys in CA. Normally she can, however, go where she wants during her visitation.
