Can a parent of an 18 year old individual with autism who has conservatorship of person of that individual prevent the other parent from visiting that individual?

Not by reason of the conservatorship alone. The conservatorship of the person would allow the conservator to get a restraining order, but that conservator has to show the same danger to the conservatee that anyone else would who was apply for a restraining order.
