Parental authorization for international travel

Is it required to have both parents sign an authorization for thier daughter to visit another country with a family friend? The "absent" father has never been an active parent to the child. The parties have never been married, nor is their a custody agreement.

Where there is really only one parent, it isn't possible for two parents to sign an authorization for foreign travel.
