parental right

can my husband that I am not legally seperated from make decisions regarding my children without my consent?

If you are referring to children that are of your marriage, then he can make decisions. Just as you want to do. Pending a court order restricting his authority to make decisions he can continue to make decisions. If you and your husband cannot agree on these decisions then the court will make the decisions.
