Parental Rights Taken Away

Can parental rights be taken away from the absent parent, by the parent who has physical custody, if they do not see the child for a specific amount of time?

The custodial parent can request that the court terminate the absent parents parental rights. The absen t parent must not ahve contact with or pay support for the child for one year. The court normally will not terminate parental rights unles there is a step-parent to take the place of the absent parent.
