parenting plan

there is a temporary parenting plan. we have joint legal and physical. But the fathers way of dealing with his time is dropping him off at his parents and leaving home. The child is left with the fathers mother mainly and she in fact is a drug user. she is very emotionaly unstable. The father of the child is not following the court orders and there is no way to get him to do what he should. The case is in california and we temporary live in indy. The child was kidnapped by the father and taken out of state. so the mother had to relocate to indy so as to not interfere with the childs schooling. the child had already been enrolled in school, however the enrollment was done after i filed my case and without a birth certificate.

What's "indy?" Indiana? India? Indio? Multiple issues not be clearly stated. If Dad is dropping off son with drug using grandma, that's a basis to change the joint orders. If the child has been "kidnapped" the DA's child abduction unit can remedy that, returning the child and jailing Dad. If Mom has moved to "indy," she is ignoring Dad's bad conduct and apparently not acting in the child's best interest. Sounds like Mom needs to assert her rights and show she is the responsible parent.
