if both parties have a child the same amount of time, can one party ask for child support still?

Yes. Custodial time is only one input into calculating child support. Unless both custodial time AND "disposable income" (as that is calculated by the DissoMaster program) are BOTH equal, there will be a child support payment due from one parent to the other. In fact if one parent has slightly more custodial time but a lot more income, even the primary custodial parent can wind up paying support to the "visitation" parent.
