Passports & Arrears

My fiance applied for a passport for our honeymoon to find that the application was denied because he owed 17,000 in arrears. We just paid 9000 toward the arrears, and we're working on getting the rest. But I recently read something that makes me think we don't have to pay all of balance in order for my fiance to get his passport. Am I correct? I think I read that he might need a balance of 2500 or less to get his passport. Thank you in advance for your time.
