Paternity

About 7 years ago, I had a daughter with my girlfriend at the time. When she was 2 years old, my girlfriend confessed that I may not be the father. I had a DNA test done at that time and found out I was NOT the father. We split up shortly after that. Now, 5 years later, the State of CA has attached my wages to pay for welfare that she received. How do I go about getting my name off the birth certificate and the order to attached my wages released. I can not afford a lawyer. Thanks.
