If I pay child support but I'm remarried and have new born, can I go back to court and lower my child support

That is certainly a changed circumstance that is grounds to go back to court and have child support revised. It is almost certain to reduce the amount, but if you have had significant income increases, and/or additional tax breaks due to the marriage or other financial circumstances, it may not wind up being much less. It will all depend on the details of how your current finances, and your ex's finances differ from when the order was first issued.

You get a hardship deduction for new kids in a new relationship, but as Mr. McCormick states, other factors may have also changed, and you may not get much of a break. It is probably a good idea to sit down with a family law attorney, or the family law facilitator and run some dissomaster calculations, before you do anything else.
