I've been paying child support for years now, and i want to file for full custody for my children. What and How and Where should I start?

It depends on how you have been paying child support. If you were married, and it was an order as part of your divorce, you would need to file an OSC re: modification of custody. If the order was part of a case filed by the County Child Support Services Department, and you have no other case, you have problems and will need to file a petition to initiate one. If you were never married, you are going to have to file a petition to determine paternity.
