Legal Question in Family Law in California

Am I paying the wrong person child support??

My child lives with the custodial parent and her grand parents. My childs grandfather claims my child as an exemption/dependent on his federal/state tax returns. This means he supports my child more than 50% and the custodial mother doesn't. Shouldn't I be paying the grandfather the child support? The district Attorney doesn't know that the grandfater is supporting the child more than 50% of the time because she has failed to tell them that.
