PERS/Child Expenses

My soon-to-be-ex has two retirement funds. One large and one small. We have agreed to split the large, without issue. Because he makes 3 times what I do he has paid for the majority of the 3 kids expenses the past 4 years. Now it is time to split the smaller fund and he feels I am not entitled to it based on the fact that he has paid for their expenses. Can he legally keep me from the smaller fund? The amount that he pays fort he support of his children is not a factor in the division community property.
