Can a person give up there rights and responsabilty to a child in the state of california

No. I know this from personal experience of having a child with a woman who wanted me to surrender my rights so that her decisions would be controlling in any disagreements we might have about his future. There is no way it can be done. You can have your parental rights taken away, but I can't imagine anyone destroying their lives and descending to the depths it takes for that to happen, voluntarily. The only other exception is adoption, either full adoption or as to one parent in a step-parent adoption.
