How does a person ask a judge

correctly, for a letter to retrieve another person's medical records. The records prove a pattern, pertinent to a child custody.

You need to hire an attorney to come up with some other strategy. Medical records are private, but you may be able to have a 730 evaluator look into the situation and make the recommendations your looking for. Might consider minor's counsel--but your attorney would be best person to determine how to get that info into the record.
