Can a petitioner request transcripts of his own divorce proceedings? Is it common for litigants to request this?

You can order the transcript from the court reporter. It is not common, but is sometimes done, usually when there is a disagreement over what was agreed on in court while drafting up written orders to implement the agreement.

Yes. I see it done where there is a disagreement over what was ordered or agreed to on the record, and one party has been ordered to prepare an order after hearing or a proposed judgment.
