Can a family law commissioner/judge order a person to take mind altering pharmaceuticals & force them to comply by laboratory ''blood specimens''?

No. But if a person has behavioral issues that have been recommended for medication and the commissioner/judge determines that in the absence of medication that person is a danger to the child, they could withhold custody/visitation rights.
