Ex has no phone, only cell phone which is always turned off

I'm a mother of 2. Every time my sons go to their fathers I'm very stressed out. He doesn't have a phone, he only has a cell phone which is always turned off. One of my sons asked to come home early but his father won't let him call me to pick him up or to just talk. What can I do?
