Is it true that although illegal to be married to two people at the same time, you can marry prior to a divorce being final as long as the current spouse knows that the divorce is in progress and does not press charges.

NO, it is illegal (probably a felony) to be married to two people at the same time, period, no ifs, ands or buts.
