wHO HAS CUSTODY OF A MINOR A NONPARENT THAT WAS GIVEN POWER OF ATTORNEY BY FATHER OF MINOR OR THE MOTHER OF MINOR?

As a general rule mother would have custody. However, there may be a number of factors that could result in mother not having custody. Contact an attorney and discuss the facts of your case. Get a copy of the court orders and the power of attorney to take the the conference with an attorney.
