What can I do if I need my previous lawyer to sign Substition of Attorney-Civil form and he is now listed as "inactive" and I cannot get a hold of him?

The fact that an attorney is listed as inactive only means that they are not actively practicing law. Usually the address that they have listed with the State Bar is a good address. The attorney may be hesitant that signing the substitution of attorney could be implied as practicing law while inactive, but that is ridiculous as he has an obligation to sign the substitution of attorney now that he or she is not active. If you cannot get that signed with a polite but firm letter, you may have to contact the state bar.
