what dos it mean when thay grant you primery cusdie / he get 10% shard cust what are my right as primery? can I move and inroll my child to a new school with out his permission or medical care

You question is confusing. You should not move away without a court order. He has the right to have the child with him 10% of the time. You should not interfere with his visitation right. You have the right to make medical, education etc decisions for your child. However, you should notify him of any injury or illness that could be considered to be serious.
