Legal Question in Family Law in California

How do I prove the parental relationship between an adult child and mother if we are both US Citizens but both born overseas. The country of the child and mother's birth is near difficult to impossible to get birth documents from. We need some sort of official proof of parent and child relationship in order to apply for a visa to a third country.

Weren't the births registered with the U.S. embassy or consulate in the country of birth?
