Putting father's name on birth certificate

I have been told that the father must sign the birth certificate at the hospital in order for me to put his name down, Is this true? and if so, how do I get his name on the birth certificate if he refuses to sign the birth certificate/declaration of paternity?

Is there any CA law that would require DNA testing to establish paternity? Also, Can he sign his rights away prior to the birth of the baby? Thank you for your time.

Re: Putting father's name on birth certificate

You may file an action called a "Patenity Action" to legally establish "him" to be the father of your child. If the father denies paternity then he can request the court for a blood test. The filing of Patenity action is pretty routin and then once the results come in to be positive then you may request issuance of a new birth certificate through the Secretary of State.
