My question is when a legal document says u cant refile, how r they able to refile

It depends on what you mean by legal document and refile. It would help if you were more specific. For example, if someone has a lawsuit, and it is dismissed with prejudice (which means in layman's terms that they cannot refile) and they refile, the proper response for the other party is a demurrer and possibly a motion for sanctions for refiling.
