Your question: "My sister in law left the house with her her two daughters without her husbands consent what can my brother do? And what are the consequences for her because she left without telling anyone? so we don't know where the kids are? If they are ok?"

Your brother needs to contact the police to report them as missing persons or a possible kidnapping. Your brother needs to make a concerted effort to locate her whereabouts and the childrens whereabouts. Once he locates them, he can file for divorce papers to bring her back or restrain her from leaving the state or county with the children.
