Legal Question in Family Law in California
I received a ruling of submitted matter in the mail and it states for me "to file a formal judgement for the judge to execute it". Is the ruling in effect in the meantime or not until the judge signs it?

It is "in effect" but not really of any meaningful effect. A signed written judgment is required before you can do anything more in the case, such as enforcing the judgment.
