When receiving child support, is it possible to change the payee, from mom to child after chiild is over 18?

No. Mom is still obligated to support the child until the child is 18 AND graduates from high school or otherwise ceases being a full time student. Dad's child support payment is a contribution to her, not a payment to the child. And once the child is both 18 and graduates or is no longer a full time student, dad's obligation to make support payments ends automatically. From there any support the dad chooses to pay, such as college, is voluntary and can be paid to whomever he wants.
I agree with Mr. McCormick. If your child is 18 and still in high school, he can continute to receive child support until he graduates from high school or turns 19, whichever occurs first. After that, child support terminates. I have had the Department of Child Support Services tell me in open court that a disabled adult can receive child support, but as of this date, they have never referred me to any authority on that matter.
