Re-establishing father-child visitation after 11 year absence

Hello:

After an 11 year absence, a father would like to re-establish contact with his 13 year old daughter. He is listed as father on the birth certificate and has been paying child support regularly most of the time. Father was not settled in one location for many years and spent time outside the country for many years as well. Now father is in Sacramento and has long term plans to stay in area. Daughter and mother live in Stockton, close enough to establish contact. Mother is not in favor of contact and will not agree willingly.

If a motion must be filed, what are the chances of success? Father will be pro per. What case law and or statutes are on point if any? What type of visitation should be sought? Does 13 year old daughter have input? What will determine the best interest of the child in this situaion?

You never know what court will do. My best guess is that the court may allow a limited amount of visitation and see how that goes.
