registering an order after age of majority

She had waited 19 years when registered a support order. This was after the youngest has reached the age of majority, who has jurisdiction over the order? When she registered the order she requested to only enforce the arrears on the support order from New Mexico. The state that the order came from has an SOL of 12 years and 4% interest. The CA Family Code says that the state with the longest SOL is used. Family code 4953(d) says that a tribunal of this(CA)or another state determines which is the controling order and issues an order consolidating arrears, etc. Since she is trying to collect arrears from an order that is has gone past the age of Majority, does the issueing state of the order retain control of the order? How do they determine which state has the control on an order? I feel that the state of California is very bias when it comes to believing men.
