Relinquishing parental rights

Can the 21 year old father of a 9 month old baby relinquish his parental rights to the baby's grandmother (his mother) while the baby's mother is still alive? The baby's father is not working and has another child on the way with another woman. He is still married to the first baby's mother and they are in the process of getting a divorce. The baby's mother lives with her mother, she has a job and is providing financially for the welfare of the child.

One parent cannot give their child to a grandparent without the other parents consent.
