can you ask someone to repay the loans providing that the loans were just verbally agreements between 2 people while they were dating?

You can always ask. If you wanted to go to court and force them to repay them you could try that too. Verbal agreements are binding in most cases. The trouble is proving your case, but that is not impossible.
