does a respondent have to respond to an OSC? If so , is it submissable in court if I [the petitioner] don't recieve a copy before the court date

This makes no sense. You should have obtained the judge's signature on the OSC and had the respondent personally served, and filed the proof of service with the court. Have your process serving company fax you a copy of the proof of service and if you don't get it until the last minute, bring it to court.
