restitution fees and payment
Am I responsible for my husbands restituions fees incurred in his first marriage between him and his former wife

No. However, community property is subject to being used to satisfy your husband's separate property debts, in which case you have to seek restitution from him. Keep a separate account in your name only into which you deposit your paycheck. I like to do this as the same financial institution as your joint account for ease of transfer of money.
