Legal Question in Family Law in California

I have a restraining order out on a family member, and on the items checked on the restraning order said not to keep under surveillance. What does that actually mean??????

They can't spy on the protected person. They can't observe the protected person's movements, and they are not supposed to hire people or ask people to follow or observe the protected person.
