Restraining order

I live in one county and my husband resides in a different county. I need a restraing order against him but no one wants to do it. I am told to get from the county I live in and they tell me to get it from the county he lives in. Neither wants to do it. Why can't I get it in any county.

It should be filed in the county where you reside or the county in which the dissolution action ("divorce") was filed.
