What are the rights of a father when the mother takes the child and leaves the state. What are the options and or consequences if any?

Usually Fathers who wait and do nothing suffer the consequences when the other parent does a kidnapping. You should consult with our local DA immediately and file paperwork in your local courthouse to have a court order that she return the children back to their home. The longer you wait and the more she becomes established in the new location the harder it will be for you to have a court order her back. You need to act fast so that the kidnapping does not become a permanent relocation.
