Do I have rights to unpaid child support 20 years later?
My parents' divorce decree (in Ohio) stipulates child support and college tuition, none of which my father ever paid. Twenty years later, I'm wondering if I am entitled to and can obtain the monies he was supposed to pay, particularly for my college education. He now resides in California.

Possibly. When did you turn 18. How old are you now. The person who would have to go after your father is your mother, not you.
I would suggest that you reduce the arrears to a judgment in Ohio, then register the judgment in California and begin collection. You can also ask your local district atty to get involved. They will contact the DA in the county your father lives in presently.
