San Bernardino county unfair treatment

Even when I was proven to be a good home for my children, San Bernardino county would not return custody of them to me. Some ex inlaws hired an attorney to keep the kids from me. Now, San Bernardino county says I owe them $16,000 in back child support. This is not child support to an ex spouse. While I was fighting the ex family for my kids, they were still collecting welfare for them. Now the county says I should pay them back.

Why, when I wanted full responsibility for the kids, didnt the state just give them to me. How can they make me pay back money now? I have been treated unfairly and they have been, and are again, putting undue hardship on my family. I need a lawyer to take this case on a contingency basis.

How is this kind of a case done on a contingency basis? The lawyer keeps one of the kids if he wins?
