Seeking reimbursement from non-custodial parent for medical, dental and miscellaneous fees paid over the last several years for the children. Court ordered that non-custodial parent must pay half of such fees. Since he has not, how do I get started on requesting what he owes?

Your question is unclear as to whether the court ordered the specific charges you want to collect paid, or if you have a general order that the non-custodial parent pay half those categories of expenses. If you have gone to court and obtained an order that specific charges be 1/2 reimbursed, you file a application for an Order to Show Cause why the non-custodial parent should not be held in contempt of court. If you do not yet have an order for these specific expenses, then you should send a written demand, with receipts. If the written demand is ignored, then you file an OSC or motion for an order that the specific expenses be paid. Bear in mind, however, that you cannot go back "several years." You must have presented demand for reimbursement within 30-days of incurring the expense. Unless you did that, you are not entitled to reimbursement.
