Personal conduct restraining orders must be served personally on your ex.

You need to have him personally served. That needs to be done by someone who is not a party to the petition, and who is over the age of 18. The best person to have this done is the sheriff or a registered process server. If you are the protected party, you cannot serve the papers. Anyone else listed as a protected party cannot serve the papers either.
