Seperated-Divorced

I know a person that was married in 1978 and has been separated since 1989, he never bothered to get a divorce. Now he is thinking of getting remarried and needs to get a divorce. He has no idea where his ex-wife is. How can he get a divorce when he has no idea where his ex is? Can he do this himself or does he need to find her first?
