sibling rights?

I have a friend who is 21 her mom is soon to lose custody of her 11 year old sister due to her moms neglagance and mental health. she is afraid she wont be able to see her sister again. what can she do??

She needs to talk to the social worker for her sister about setting up visits. Before she enters foster care her sister should make sure she knows how to contact her and any other relatives and friends that she wants to stay in touch with. I take it that she isn't able to make a home for her sister. The fosterparents may not want the visits to be at their home at first so be prepared for short visits in a room at the office. Whatever is offered take it and make the best of it. Don't get sucked into complaints about the fosterparents. After living with a neglectful/mentally ill parent they will seem pretty restrictive.
