Legal Question in Family Law in California
My soon to be ex wants me to sign a paper stating I will pay up to 10,000 dollar
...for his credit card bills that are in his name only. I have credit cards in my name only and I am paying them myself. He will not sign the response form if I do not sign this paper he himself drew up stating I willingly will pay up to $10,000 of HIS credit card debt. I feel this is blackmail. When we separated we agreed on everything and now he is changing his mind. He states his bills are community property and I am responsible for part of that. He is not paying any of the debts in my name nor do I want him to. If his debts are community then mine are also and he should pay mine as well. His debts are higher than mine so he feels I should have to help with that. I am also paying for the entire divorce, he refuses. What should I do?

who cares what he says or wants you to do?!
Under the family code you are both entitled to one half of the community assets and are both obligated for one half of the community debts - regardless of whose name they are in.
It appears your spouse is trying to manipulate you into an unfair agreement. You should hire an attorney to assist you. The legal fees may be money well spent.
