Legal Question in Family Law in California

my sister is trying to get out of her boyfriends house because he is emotionally abusing her. and has her threatened with her daughter with some voice recordings that he will get custody if she leaves. she doesnt work and the only safe house she is has is mine but its in another county. they are trying to arrange half custody , but he doesnt want to drive to the other county and doesnt want to pay child support. what can my sister do?
